Belgrade, 18 December 2007 — The UNHCR Mission to Serbia says the organization has a plan in the event of a declaration of Kosovo independence.Meanwhile, it has laid the blame for the thus far slow return of Serbs to the province at the door of the Kosovo authorities and UNMIK.

Refugees themselves cite the main obstacle to their return being the poor security conditions, distrust of the authorities and the poor economic situation.

Head of the UNHCR Mission Lennart Kotsalainen said that the organization was prepared for the potential unilateral declaration of independence.

“As a humanitarian organization, we must be ready to respond to their needs and to help them, and we have a plan for such a situation. But, what we really want is for the politicians to allow people to stay in Kosovo,” said Kotsalainen.
