There are concerns that the deadline to submit property claims to the Kosovo Property Agency (KPA) will make it much harder for IDPs from Kosovo to recover their property. The deadline expired on 3 December, but according to the Belgrade legal aid provider Praxis, many IDPs have not submitted claims due to lack of information, particularly vulnerable groups and those in collective centres and remote settlements.

Praxis is proposing an extension of the deadline, as people who missed it will only be able to seek to recover property through the Kosovo Courts, which have a backlog of 10,000 cases. The KPA has received over 35,000 claims, over 90 per cent covering agricultural property (KPA website, 3 December 2007).
