In this report, Karsten Lüthke, formerly repatriation advisor for the UNMIK in Kosovo, gives an overview of the conditions awaiting returnees in Kosovo. The report includes issues such as housing, access to health care, employment, rule of law and security.

He concludes that the eventual departure of Kosovo Serbs following a decision over Kosovo’s status would have a detrimental impact on the situation of smaller minorities including Roma. He shares concerns that a withdrawal of the international presence would further deteriote the economic situation in Kosovo and have a negative impact on the social and economic situation of returnees.
