The purpose of this second successive Group 484 Annual Report on the human rights of refugees, internally displaced persons, returnees, asylum seekers and human trafficking victims in Serbia and Montenegro, is to promote a better understanding of the complex issue of forced migration among decision makers at all levels, and to foster public debate in the media, among expert public and political forums on the problems of forced migration and obligations of Serbia and Montenegro in that area. Furthermore, it seeks to contribute to broadening the circle of civil society organisations, professional and scientific institutions, media and ordinary citizens who actively advocate for a more comprehensive role of the state in addressing the problems related to forced migration.
