The Commission has been requested by the Legal Affairs Committee of the Parliamentary Assembly of the Council of Europe to look into the human rights situation in Kosovo with a view to designing possible human rights review mechanisms. The Commission is conscious that review mechanisms represent only a limited aspect of the issues raised by the need to protect human rights in Kosovo. Yet, the Commission is convinced that an adequate solution to this aspect could improve the situation of the Kosovo people, and in the preparation of this opinion it has thus been guided by the intention to provide pragmatic proposals on how to respond, at the institutional level, to the human rights challenge in Kosovo.”11 October 2004
